EPTLanding vikings is free and requires no tech. The upgrade to broodlords is pretty expensive, takes a long time and requires an infestation pit, hive and greater spire (which also takes forever). You're right in that zergs should be getting greater spires in anticipation of having leftover corruptors, but the truth is the corruptor is the only unit in the game that can't do anything against ground units.
