There is obviously a suspicion of doping, because of people like Chambers, Marion Jones, Ben Johnson etc. However you have to have the presumption of innocence unless found guilty otherwise you simply cannot celebrate the Sport at all.
Chambers is a certain cheat and should be condemned, not celebrated. He will always be remembered as a cheat.

Using the rule that entitles you to a restart in qualifying is standard in the velodrome, it wasnt just Britain who had restarts. Maybe you should take a look at the quote of the head of french cycling.
