Granted Rylais finishes much later and it becomes more of a pick asset than a lane bully, but it's the same kind of snowballing that severely limits where the enemy can try to find farm.

Sometimes I wonder what goes through Riot's balancing department, the fact Ryu is building it so early and still blowing up champions (yeah he's ahead, but I always thought the trade off for building Rylais was losing damage for health and slow) suggests it might be too strong.
New Rylais completely shuts down immobile champions like Jinx, Jayce and Ryze. a MS buff isn't enough and you can't just flash the slow.

Rylai has as much AP and gold cost as Luden's and Zhonya's. They fill the same tier; they're all similar powerspikes for different roles.
It arguably makes control mages even better, but that's not on Rylai's; it's on assassins sucking and Sivir being a god.

Just wanna add that Ori finished Ludens (and Ahri finished Dcap) after the game was already over. It was around 4k gold advantage. But PoE only did 0.6k physical damage to champions so it doesn't look like he abused RG dmg to champs, just the waveclear
