I think it might be OK.
The 4 seconds W is definitely not the limiting factor. TF has such a clusterfuck of different stats that very few champions can use all of them (except maybe Corki). It really depends on what Ashe needs, not TF's efficiency in absolute terms.

OK is probably the appropriate amount of enthusiasm. You don't love all the raw stats like Corki does, and you don't get to take advantage of the on-hit like Ezreal does. But you're essentially rushing a defensive item that happens to give you reasonably good offensive stats in the process.

On Ashe you should be going double dorans -> avarice -> (BF/Zerks/Zeal) -> (finish IE/Shiv) -> (BotRK/LW) pretty much always. Triforce as a last item over BT/GB/PD/GA is debatable but I'd pretty much always want BT/GB/PD for offense over it and for defense I'd rather have BT/GA/Banshee's. I just can't see situations where I'd want a Triforce over anything in the build except MAYBE a Phantom Dancer, but IE/PD synergy is just too strong imo.

They say it's a autoattack based mage. Also cdr gives him/his soldiers aspd. I guess Nashor would be good?

Eeeeh. On one hand, I love that they're command with radically different stuff. That's one of the things they'd been missing for awhile. On the other hand, why you keep defensive kits over hard initiation when the game's shown it sorely misses it? ;_; I wonder what the implications of his passive mean for pushing (he can already do it very safely and reliably through his W as it seems), apparently if he just walks up to a destroyed turret and make his wave meet the enemy wave there, it's efficient auto-pushing and he can just run away and rejoin his team.
Obesechicken, that's not even some effort. Try harder.

So he spawns melee turrets and ganks like a Jarvan. Sounds like a top lane bully who will get nerfed and still be a very strong jungler. It looks like his soldiers will replace his auto attack and don't actually attack on their own.
