Rylai's is essential on Soraka, you probably know this already.
I think Abysal is a bit better on Soraka instead of Liandry's. The -20 MR is basically two Q casts worth of MR reduction for you.
I think its kind of a personal preference, and the only point where they might really differentiate is against an AD/AP heavy teams, in which case you'd favor Liandry's/Abyssal respectively.
The argument I made to myself is that guise is a nice balance of cheap survivability and damage, with the pen being especially good early game, and the % hp -> %heal passive, but it really goes either way.
I guess the big stuff is twitch VU, skt skin stuff, and feral flare nerf?
PBE seems to be feral flare at 30 camps rather then 25, dunno how much that'll help though.
Is there anywhere where you can see all the pbe changes at once? The PBE thread is a week or two behind (unless they haven't released many changes since then.)

Afaik, there hasn't been an update since I last edited. Generally the PBE is a flurry of changes the first 4-5 days after a patch, then it dies down with maybe a tweak every now and then.
