spammable shields with good scaling are incredible, i think you can make an argument for skarner being the strongest champ in this mode.

a 0.8 ap ratio shield is amazing by itself, but long cc like skarner's ult is super valuable and flat cooldown reduction is legitimately unfair with 80% baseline cdr (see ryze).

Most hilarious is probably morgana. Once e is maxed you have a 3 second cd on her shield which means that aside from a lot of incoming magic damage you're immune to cc. Your 2.15 second root q is on a 2.2 second cd

In URF, for Jayce I get Muramana for the damage proc(yes i know mana is useless but ITS FOR THE DAMAGE) and Last Whisper and 4 Bloodthirsters and just shoot balls at people constantly. Jayce doesn't need no boots in this mode.

I actually went Muramana/IE/LW/BT/Mercs/BT
since you dont need to build CDR on him it means you can get some really obnoxious ad, and literally one shot people with W and its hilarious.

not to mention a non ending stream of mini nukes with every Q/E

CC is honestly not too important in URF. Everyone is so strong for their levels with the increased gold gains that everyone is a squishy and blows up so fast anyways. You almost never need to chain cc to kill someone. Just a single solid hard cc or long soft cc is enough.
