Killing time at work~
I sniffed around TL for something similar but I couldn't find anything
Goal:
Create a champion by choosing a skills from existing champions.
Rules:
1. Pick a passive and 4 skills. You can indicate a champion base type if it is important (e.g. melee vs ranged autos)
2. Try to pick a skill for the slot it was designated. aka if the skill is Q, try to put it on the Q slot.
3. Feel free to tinker around with the mechanics between champs. (e.g. Using energy for mana skills, Orianna's ball can work with Syndra's Scatter the Weak, etc.)
4. Have fun!

Notes
Self explanatory. Who cares about auto attacks. There are a ton of good W and E movespeed skills, so it's hard to choose.
Alternatively, for your team:
Passive: Tailwind (Janna)
Q: Ambush (Twitch)
W: Command: Dissonance (Ori)
E: Acceleration Gate (Jayce)
R: On the Hunt (Sivir)
I can't think of a single Q move that affects more than 1 person.

E: Valor (Riven E) - doesn't really matter, so why not toss in some low CD manaless shielding?

If you really want to do a game out of this you should do it like the LoD modified DotA map. Get a random pool of 20 heroes and draft heroes out of that.
Drafting skills out of the entire hero pool gets really boring really quickly.

Passive: Arcane Mastery (Ryze)

The W,E, and R are there to wall-in your allies, the Q to escape your own wall-ins, and the passive to be able to wall-in your allies more.

Also increases range. Along with twitch ult increasing range. Someone do math quick!

If we pretend gate and locus affects other projectiles, 400 flat range increase from W and 40% additional increase from gate allows spears to travel 2660 range which is close to the range of a Lux ult. (and go 40% faster)
+ the spell pen increase and added gate damage. O lawd
lux ult cause lux ult.
Passive for surprise projectiles & mana sustain.
