How mana hungry she is depends on your spell usage. You'll get at least one free spell per creep wave, and if you max E first a quick QE combo pretty much clears everything once you have some AP. She's only mana hungry if you max Q first and spam it recklessly. Tear/Chalice builds are probably overboard for her.

All second teams in Korea started/are better than their first team.
Blaze and Frost are pretty equal. Tops are arguably the best in the world at the moment. Blaze has a stronger mid, but Frost has the definite advantage in bot lane.
Sword is better than Shield.
B is waaaay better than A.
#2 is a team build around Faker and #1 is built around Reapered, and Faker has a better supporting cast so they're doing better.
Blue (GSG) is better than Ozone.
And even LG-IM 2 looks beastly in the Code A of Korea with their main team looking meh.

It looks ok but still decidedly second tier. I mean look at what she's got:
-Really weak but low CD skillshot slow -AOE but low duration AOE root with really low range -1.5 second targeted stun ult/zhonya
the slow on Q AND the root on W scale with levels, which is really unfortunate for her on support, not sure which would be maxed first. A melee range 1.1 second root is pretty damn weak, but so is a 16% slow on a non, pass through skillshot. She would be pretty damn weak in laning, in teamfights she has an OK initiate but actually not so great because if she dives in and ults herself her ult will do pretty measly damage because she is a support, and has no utility, and she will be blow up immediately afterward. It seems better for her to stay back and peel and use her ult on a diver.
Compare her kit for support with say Karma....
-Karmas low CD skillshot slow starts at 25% at level one so you can one point wonder it. -Tether has longer range and scales up to a two second root -Shield shields, and gives a huge MS bonus. -Mantra, make Q a big strong 50% slow field or shield and shurelias entire team.
and Karma isn't really considered top tier....so Lissandra looks pretty shitty if workable. The per level scaling CC on both her skills kills her as a support IMO.
