No, banlings are straight up "moderators." Neo is an admin, which gives him dominion over TL LoL, but Moonbear, and (likely) Yango will be moderating the whole of TL. So there won't be much to do for TL LoL, but certainly plenty to annihilate from SC2 LR threads and DotA2 GD.

but Neo can still ban people from other areas like KMD or starcraft forums right? I'm slightly confused because your explanation looks like yango and moonbear are higher on the TL ladder than neo or I am just misunderstanding sth^^

Think how it works is Neo is like god of TL LoL but he can still go do what underlings do in other places on TL. He's just above doing such boring work.

That's a good question and hopefully Neo will answer it. =P From what he's (and MB's) explained that I've heard is that Neo runs everything TL LoL related, and, as such, isn't required to have to do ban work throughout TL. That is part of the job description for standard banlings.
Basically, the ability to ban 'cross TL is a pain not a privilege. I'm sure Neo CAN do it, but he doesn't have to. =D

I feel like the Chinese players in general have by far the strongest laning phase out of any of the regions. I just want Expession to showcase his skills to the world because his team will never surmount to anything in the near future. I'm not sure if inSec is the best jungler in the world, but he sure is the most entertaining out of the players I've seen. Ambition is probably the smarter choice for the mid-lane, but I feel Faker should be given a chance. Easyhoon would be a fun pick as well in the mid-lane.
Imp once mentioned that Piglet and PoohManDu are the strongest bottom-lane duo in Korea right now, so it'll be fun to watch them try their luck against Weixiao (I'm predicting Uzi won't get to represent his region). Weixiao slaughtered them during his ventures in the Korean solo-que, so here's there chance to take revenge.

Even if the skill gap is exaggerated, KR has the highest concentration of top tier teams. Frost/Blaze, KT B, and Najin Sword are four top tier teams. NA doesn't have anyone of that caliber, EU has Gambit, and CH has WE and SAE has TPA. Just the amount of high caliber teams is what I find so astounding about KR. I feel like we should also put EG on that tier if we're looking at past performances. It was a while ago (they're not in form currently but they've admitted that and are trying to change their playstyle) but they did place 2nd in OGN Champions. The point remains that NA has a pretty abysmal record against the Rest of the World. Yeah but it's not the case for EG, Gambit, or even Fnatic. I think those three EU team are actually good enough to play on par with most Asian teams, especially since the beginning of LCS EU because it's gives them constant training. Yeah I was speaking of recent performances so that's why I've excluded EG since they are kind of slumping. Also yeah Fnatic probably deserves to be up there. Their run at IPL5 was damn impressive. Also Yellowstar has been doing much better than the first couple weeks of the LCS, although Rekkles was still pretty damn good.

Here's the hierarchy as I know it:
Dark Blue/With Administrator Text next to name: That's the highest level. These guys run TL. People like Hot_Bid, Plexa, Chill, etc...
Red Names: Moderators with an additional role. Maybe they are writers, or TLPD contributors, or run a section of the forums. People like Neo, tree_hugger, etc..
Hammers: Moderators/banlings. Same powers of moderation as Red Names, but without any additional staff duties like running a subforum or TLPD or whatever. People like Yango, moon_bear, incontrol, etc...
Blue Names: Cool dudes who post good stuff and are established community members.
Stars: Great posters.
And then the rest of us. Also random icons thrown in for TLPD people, writers, etc...

I think its funny these people on reddit saying "Don't send an all EG team to allstars if you want EG in Worlds." As if a haphazardly thrown together team of players who probably speak different languages will do better than 1 cohesive team.
If NA really wanted that spot they would just send all of Curse/Dig, and NA is more incestuous and without the language barriers of EU.

Isn't worlds not for like a really long time? Like we have three more weeks of LCS, regional play-offs, then another ten weeks of LCS?
So there's very little logic behind statements like, "EG or TSM should be hoping for that extra slot," since really anything can happen in the course of like six months. Copenhagen Wolves or Marn could end up as the #1 seed from their respective regions. It wasn't much more than a few months that CLG.EU sprung up and started winning against international teams. Or M5.

You can try here I guess. There's this one match of Uzi where he played versus Positive Energy, and Uzi's Graves just straight-out humiliates the living daylight of Devil's Sivir. That's the match I first discovered Uzi. I mean, Devil is a solid AD carry in his own right, but Uzi just outclassed him in every single way possible. I'm guessing more informed posters could recommend you more matches, but that's all I have for now.

I think it will come down to either Maknoon or Shy. They are probably the most popular top-laners in Korea. I don't think Maknoon will be picked because he has been getting ravaged by every single top-laner in the scene recently, and he has his share of haters. I personally think Expession should get the vote since his team sucks, and this All Stars tournament shouldn't just be about the biggest names of the world, it should also be a stage where talented players from each region can showcase their skill to the world. Shy and Maknoon already had tons of exposure, and there are other top-laners who are just as good as they are, but haven't had the opportunity to display their skills.
I actually voted for Bjersen for this reason. sOAZ, Bjersen, Diamondprox, Yellowstar and Edward were my picks for the EU scene. I didn't vote for the NA circuit because I never watch their games.

so i don't mind answering here. i'll probably just rage out on reddit later
he explained nothing to us. we were not informed at all. yesterday we beat texas A&M 2-0 to get to go to the IPL6 qualifier and pr0lly immediately logged off. we got a skype message a few minutes later saying starting today he would be coL's starter and would not be eligible to play with us any more. that since we had 2 lans coming up, mids would 'surely flock to us.' as far as i can see it was a short-sighted money grab, as we almost definitely would have knocked coL out of the LCS if we faced them. with pr0lly on coL it swings the matchup more in their favor but i don't think their bot lane can compete with ours and my extremely biased mind says cris will shit on nickwu too. it will be really tasty if we get to play them and win.
considering several mid laners. can't really talk about that yet but a decision will obviously be made ASAP since we have a LAN in a week :\
