It doesn't scale with AP *by itself* but it scales with the ability AP of you *and* your allies. That's more than enough to compensate.
The only thing the changes don't really compensate for is that it lost a bit of cost efficiency compared to old old super OP DFG. Otherwise it does a very similar amount of damage to old DFG except with even *better* utility in a duo AP abduction comp.

With new DFG + Eve's already crazy burst anything else is overkill, and at that point I'd rather survive longer in a fight to deal sustained magic damage and/or chase down stragglers which Liandry's is amazing for.
Guise and Sorc's into DFG might seem like the best course of action now that Kage probably isn't a good buy anymore (although Twin Shadows might be a niche pick on her if the enemy has a lot of damage you need to negate+escapes), but personally I'd rather have a Dring or two and a Negatron before trying to climb that 1600g gap.

Of course, and I think that's what Riot was going for. Instead of being built as a solo item so you can 100-0 someone, it's now 'more' of a team item that you get the maximum effectiveness by using it with your team.

But the % damage is now based off max HP instead and they brought back the CDR. So what if it doesn't scale, now there are 3 AP items that give 100+ AP. DFG + Hourglass + Deathcap and you get 320 raw AP + Deathcap passive.

Jesus, going a block based mastery build is so broken. I went
3/3 hardiness
2/2 unyielding
1/1 block
3/3 legendary armor
and grabbed a doran's shield to start.
You can outtrade any autoattacker in the game so hard, irelia, jax, etc since their autoattacks do nothing.
Grab 2 points in perseverance and shrug off any damage that they dish out.

Well they aren't supposed to do anything in the early levels when you start with your dshield anyway...
Irelia is gonna be Olaf-like where you start warden's mail, stack some HP and she won't do much to you too, with the new Warden's passive. It's not as interesting as previously for most champs now though.
Btw, do you know if the new passive follows the previous one (debuff of the base AS) or the "norm" (debuff of the total AS)?

It charges Cait's passive in one shot if you stand in a bush. It applies Blight (Varus)/Venom (Twitch) stacks to its secondary targets. It applies Ashe's slow too if Q is on.
It doesn't work for Vayne or Orianna because their mechanic is based around consecutive hits on the same target, if you hit 3 at the same time you reset the count every time (it actually doesn't proc Vayne's silver bolts on the secondary target so she can keep them on the main target).

He wanted MR against Elise. Also mp5 is good on AP Teemo because using his shrooms on cooldown is actually more mana expenditures than he can afford with his base regen.
