Cloth 5 will win trades against an AD based top laner, but if you're sitting there trading with them and don't have boots, you have a big 'gank me' sign taped to your back.
Cloth + 3 + ward (works like boots+4... you wait for 5 gold to buy the last item) might be secretly awesome though.

Most of the reason is that junglers can start with boots-3, so if you don't you're almost definitely going to give FB to a gank before 3 minutes have passed.
Pretty much this. Back when junglers still started cloth5 you'd see more doran and cloth5 on laners, but now that almost everyone opens boots, you're going to have a cede a decent amount of CS until you know where the jungler is, or know without a doubt that you're safe early. (Maybe you saw them start regrow?) And if that armor doesn't quickly turn into something useful for you, you may become too far behind. I mean, if they're scary enough to start armor, you'll probably want tabi, but if you're just sitting on cloth armor until GA or something ridiculous it's probably hurting you more than helping.

ok i should say cait is a crutch for leaning to lane as AD, which is obv true.

I can see it being good in that specific matchup maybe, but why do that when you can go Boots-Dblades and not have to worry about defenses because you have your shield/MS/some damage? I've never found Wu to be abusive enough towards Riven that I feel scared enough to buy Cloth to counter him.

If you need Cloth Armor to survive the lane, it stands to reason that Tabi would be a sound investment, especially as they increase the effectiveness of your shield.
I have move speed quints that I use for pretty much everyone, that lets me start with cloth5 / regrowth / 13 pots and not be too worries about ganks :D. Just don't push 24/7

Once you get Phage and Sheen and you time all your moves properly you get a ton of burst damage from sheen. At lvl 11 the Sheen proc is worth 89 bonus physical damage while two wits end hits are worth 84 magic damage. You get a sheen proc basically every two auto attacks and this allows you to go 9 into red tree for the physical penetration, and you can go 21 defense and skip out on the wits end for GA or just get a FoN if you really need MR plus more MS. Now if you land a Phage proc, you can basically 100-0 any squishy by timing your ultimate to maximize sheen procs with just phage and sheen. Wits end was good for the sustain synergy with Irelia's w but now that the isn't as strong you can go TF first.
Complicated champions like Elise tend to suck initially unless their numbers are out of whack. It just takes time for players to get used to the mechanics and figure what works and what doesn't.
That said, I don't think Elise's kit has the same potential as Jayce's. Four of her abilities are all damage and no utility, leaving her with only a stun, a good one, for team synergy. I think in a few months we'll see more of her, but for now the difficulty of learning her combined with her weaknesses will quickly make her unpopular.
EDIT: to clarify, because the other team can counterpick with Sona, and the teams generally didn't feel like using a ban on Sona when they can just use another support.
