So wouldn't rageblade be a perfect item for Skarner? His passive gains benefit form that aspd and he seems to benefit form both ad and ap pretty decently.
And I remember reading that rageblade is a crazy efficient item anyways.
Where would you fit it into his build?

This is mostly theorycraft and I'm not entirely sure, but I want to say you just want to go R>Q>E>W, with one point in W at 2 or 4. I think the buffs are mostly to his mid and late games, his early might be untouched.
The thing with leveling E over Q is that it gains 60 damage per level while Q gains 40. Q is much safer and probably more mana efficient to use with harass, and you'll get two off when you actually go for the kill.

Mana costs are still a bitch, so yeah, I'm inclined to continue leveling Q first.
W at 2 definitely, not point getting E at 2 if you can't even use it on a non-stunned lane opponent.

It's cost effective at one charge though.
I like people maxing E first on pantheon because the extra damage is absurd. Was playing Taric earlier with pantheon bottom and he killed the person every time I got a stun off and they didn't flash away ^_^ His burst is absolutely ridiculous.
E is so fast now that you don't even need the stun to hit them with it either.

I was talking about a solo, I think E in a duo lane with someone like Taric is definitely something to consider.
Pantheon going mid against a lot of the popular APs is pretty dumb, since you can just chuck spears non stop from level 1 before they can trade hits with you (Brand, Annie, Orianna for example all want two spells before really trading). You start shutting them down from level 1, and at level 4 with QWEQ you can probably kill/force them out of lane. Worked for me against a Brand in a normal I just played, and I wasn't even good about dodging his combo, Panth just bursts so hard now.

I've been trying Wriggles > Mercs > Triforce > Rageblade > Tanky stuff. I feel like runes and his abilities can keep you alive for awhile and Rageblade is cool because you can spam Q to keep up stacks.
