That number is for US Region.
I just ran the numbers for EU Region and I got 3576 players rank 3000 MMR or higher and 97301 players total in HL. Percentage is about 3.67%, but since there's significantly more players there should be significantly more games, which should mean that even though games with players like this are less likely to happen, they are happening more.

I keep seeing the same people all the time in my games, I swear I've probably played with/agains a few random players like 30 times. Sometimes I get low rank players that throw the game with one mistake (taking the terror at level 20+ for example), but I've also had the #1 and #2 ranked players in my games along with several progamers.
What's even worse than the matchmaking system is the silence system though, I just was silenced and spoke to the GM who said I didn't say anything majorly offensive, but I was generally negative with remarks such as "so many new players" (which I said in like 2 games on patch day because of all the old-new returning players who had no clue about the current meta).
The thing is that the system punishes you for playing a lot; I had 1 report every 5 games during this period which to me seems not much at all, but just because I play a shitload of games, that was enough to get me automatically silenced, and saying something even remotely bad in a single one of those games is enough for the GMs to not reverse the silence. And I know that most of my reports come from salty people who don't like the way I play or the heroes I pick, because I got the silence after I had played games where I said literally nothing. Meanwhile, the average joe that plays a few games a week and calls everyone on their team retards go unsilenced cause they don't get enough reports to reach the automatic threshold. And that to me is abusive chat, calling people retards and idiots, not stuff like trying to help people see that they made bad calls (like my team taking a boss when 5v1 that does 10% damage on a keep instead of just taking the keep manually, and similar stuff like not going for core on wipe and instead taking all the mercs on the map at level 20+).
Hopefully the new ranking system will match me with closer skilled players and not people who have 200 games played or an alpha portrait, it's just so frustrating to deal with and I don't want to mute everyone and not say anything at all either, then I might just stop playing the game.

Whatever Blizzard was reporting for the playerbase clearly isn't active players. The jig was up as soon as I started seeing the same players in all of my games time after time.

Exactly my point. a potential pool of 10k players before you account for inactivity/smurf duplicates/different servers in a single region explains why lots of people are seeing repeats.

I also strongly believe that a LOT of people are only playing AI games. Maybe even most of the players.

This is nice and pretty straightforward math based on good guesses. Let me add a tiny bit. In Hotslogs the quota of QM vs HL games used to be in the 65:35 ballpark. For may with the announcement of the HL preseason awards, it was much closer as people tried HL, often for the first time. If we assume that HL players are a bit more likely to upload games than QM players, your 70:30 estimate is most likely really close.
Also for some MMO - I think it was Asheron's Call - the average time actually logged in per player and day was 38 minutes. Different genre, subscription game. Still, using this number means people would be available 2.64% of the day - or at any give time 2.64% of the players. And with 2.64% of the 10k players in the skill bracket, there are 264 players left for the MMR. With 10 players per game, it will be inevitable to see the same names again when playing a few games in a row. Obviously in the afternoons and evenings more people are available, but during off hours significantly fewer.

For regions without subscriptions, Blizzard considered those players 'active' in WoW who played during the last 30 days. Not unlikely they use the same definition here.

The thing is though, when you have several high skilled players queuing at the same time, and instead of placing them against each other, they get thrown into lower rankers as the "odd one out", something is clearly wrong.

Man, this is it. This is FUCKING IT ! This is why the level in HL suddenly dropped ! Thank you now I understand. And it makes perfect sense.
3 or so weeks ago we noticed a huge drop in the HL level of play. I couldn't explain it with "it's the Chromie patch", but indeed, it's just that a lot of people are jumping in HL in order to ger a reward. A month ago I had 70-80% winrate with Nova, now I don't even have 50%. ^^ I guess I need to play boring carry heroes like KT or KT or KT until a couple of weeks after the beginning of the season.

Are hots performance that bad? Regarding latency, I have to agree, it is not always the case but damn, this ruins the game.
However, I don't get how the pricing model can be an issue as it is F2P, and I feel like chores, as you say, are not an issue at all. Never been to me at least.

the performance of Hots with AMD is atrocious, also in low spec laptops dota and LoL run smother. 3rd world problem 
I argued 1 year ago about the price model, and still seems to be a relevant topic.
Dota is absolutely free, after installed I can play with ancient apparition, doom or meepo. Hots is competing against that, and the dota players who asked a better price, simply moved back to valve and dota2.
it seems like low numbers will be here for a long time.

I don't feel that price is very important for this genre, but I guess a lot of talking heads disagree. If I had to start over with a brand new account I probably would not spend real money, knowing that gold can buy all the heroes you actually need very easily.

I just wish that they gave new players 3-5 free heroes or 20k gold for logging in the first time. There has been more than a few occasions where I have said to someone in my big group of Diablo playing friends "Hey, you can play your favorite game PvP as Leoric and Tyrael and all the D3 playable classes!!!" only to look and see that none of the heroes that interest them are on free rotation...
At VERY least they should let me gift them some gold, I would easily trade buying a new lunara or something for another RL friend to play with

Just played a friggin placement game on my 3rd account, Artanis decides to play solo specialist to troll us because he wasn't happy I told him to stop suiciding 1 v 4. Placement with rank 30s is a real punishment, I tell you.
And doing this before the season, is plain stupid. ^^

after a short win streak that would possibly mark the start of my way climb back to decent MMR I got 3 terrible games again, all decided by retard picks and then cemented with absolutely clueless plays (glass cannon/orb ming vs The Hunt Illidan, Jaina going to lane instead of dmging immortal, solo tank anub web blasting Artanis exclusively)

In draft, 4 guys pick, we have Zag already. 5th guy can't play any assassin except for Nazeebo so he explains it's either Diablo (we already had ETC) or Nazeebo. If Nazeebo is your only ranged DPS don't play HL, idiot. We won because they had "smart-ass-I-try-to-destroy-your-keep-with-my-cool-teleports-Abathur". He spent 15 minutes going back and forth on our keep. He killed it precisely 30 seconds before we destroyed their core (and we had all other 5 buildings up).
I think the 8 of us would have had a much better time if these 2 were playing rank 40 where they belong.

Fuck you Blizzard. Out of my 5 last QM with Chromie I get on the opposite team Tracer + Nova, Nova, Tracer, Zeratul, Illidan...
It's simply unplayable. Chromie is probably the less balanced hero in the game. If you get only 1 of these in a game you just can't win at all. The Tracer + Nova made me tilt. I'm really fucking angry.
edit: of course, pick Hammer, get Zera / Arta on the opposite team (still win). Pick Zeratul, get faced versus 3 tanks. Can't wait for unranked draft.

Wow, it's 8am and I'm drunk as shit, playing vs AI as auto select, I roll TLV, and I get some random guy talking shit to me because 'I don't make them (the minions) attack'... I was busy with one viking alone on top lane, and he's talking shit because I'm not doing much with the one on bot? Apparently practicing heroes you're less skilled with in vs AI is still cause for trash talking... I don't get people at all...
