No, that's not really how it works. RNG isnt that predictable.
I was thinking about the older fire emblem games where they do specific actions and nothing else the entire round to manipulate hit/miss rng and what they get at level up. The hardware here isn't that much more complicated? So the rng generator probably isn't.

Problem is real time vs turn based I guess.
RNG differs vastly from one game to another. The issue often isnt that the hardware can't handle better RNG, they just dont do it because it doesnt matter much for a casual playthough. Even in those turn based RPGs they could have easily made the RNG harder to predict.
Yeah, I looked up a Vod to see the ninja gaiden relay after you guys talking. That was indeed good fun to watch; reminds me of when I was playing those games; great platformers.
