In the USA, Kitty Genovese was the one mentioned earlier who was stabbed to death earlier. Several people, if not up to a dozen plus people heard her pleas for help. One person wanted to go, but his wife persuaded him not to. It's not exclusive to just certain areas. People are PEOPLE, around the world, there are people that do good, those who do evil, and those who do NOTHING.

As terrible as it is, there's a running joke between my Asian friends that if we get into a car-pedestrian accident in China/Vietnam, it's better to run them over a second time to make sure they're dead than to pay for their disability. It's cheaper.
This shit has been going on for a while now, it sucks.

Trust me, not everywhere in Chinese are like that. The video showed a more poor side of China where people hustle till the flesh fall off and the only thing they can capable of concerning about is their own interest, which is very dominant mentality in China. I'm sure in areas where people are more educated things shouldn't be as bad as this.

Don't take this the wrong way, but if my observations in India translate, life is valued very differently by those in densely-populated, newly-developing Eastern cultures than it is by someone attuned to western culture. I've had conversations with people who would agree that this child is merely roadkill.

There isn't a sense of civil duty like we know it in the Western world. Sure, there's a big emphasis on family, but when you have 1.5 billion people in a limited area, one person's life value tends to diminish.

Psychology explains it, I'd say the chance of getting held accountable the the injury definitely just enhances the Bystander effect, but its not unheard of. People just assume someone else will take care of it, so knowing that I usually try to do the right thing.
Also OP, the Good Samaritan Act is in like 4 states and is hardly used because its bullshit. To clarify, in some places the Good Samaritan Act requires people help, and punishes those who fail to do so, which is bullshit.

US has Good Samaritan laws for CPR during heart attacks. At least, our state does. Not sure if on anything else. Some idiot got sued over here because she caused someone irreparable spinal cord injury pulling them out of a car after an accident, so I guess there's limits.
Germany considers it a misdemeanor to actively ignore someone who needs medical attention if the act of helping bears no reasonable chance of injury to the bystander in question. I think.
