Not only are you displaying one of your positive qualitites while doing it, you can play it off slightly if things don't go as well as planned. Anyways, yes, boys do go after girls. If she hasn't displayed any strong signs of attraction, or flirted much, you should start small. You could do something like: ask her to the mall to help you shop for something. Tell her you need a girl's advice for your purchasing. When you're there, you could buy her something small, like a necklace from one of those cheap machines, or something from a novelty store. The goofier/funnier the better. Nothing expensive though. Pay for food if you eat. At the end, tell her you had a great time and would like to take her to a movie. If you've played your cards right during the day, she'll have a hard time saying no. This isn't the only way to do it, just a really easy one. If, for some reason, you don't think this will work, tell me and I'll suggest something else. that seems like a great idea, but you have to understand that I am feeling a lot of pressure to act as soon as possible. I could do that, but I think that would take me a lot of time to pull of. Also, she's not stupid enough to think that I actually mean her to ask her to the mall to help me buy something, she'll definitely see through it as flirting/hitting on/wanting a date. On afterthought, does her knowing even matter? The way I think of it, once I ask her something like that, she will see through it and treat it as a date invitation, not something innocent. Then she will ask herself if she has any interest in me or not, which is basically the same thing as me going straight up and asking "do you have any interest in me."
The reason that I said what I said about telling her very straight-forwardly is that I just want to know if she has interest in me or not. Yes, that's great I'll have to break it to my friend. No, I know that she doesn't and my friend is 100%. (of course i am crushed, but you know, whatever) Of course, I'm not sure that this is the best way to do it, but in my eyes, it gives me some kind of knowledge.

Bro's before Ho's ...and why didn't you mention that you liked this girl to your friend, I mean if you like her that much he could've helped you out with the situation.

You are only 16, so you'll probably meet plenty of other girls that you'll like in the future, so no worries, really.
High school relationships don't usually work out anyways, so if you only want to start a relationship to see what it is like, then by all means, start one. If you really love her, as in wanting to marry her or w/e (which is HIGHLY unlikely), then think twice before doing anything.
After reading this I had to post. Whatever you do--if you really want to even stand a chance--DO NOT STRAIGHT UP TELL HER YOUR CRAZY FOR HER. That is how you get regulated to weird stalker guy who is totally desperate category. That is not a dating category, btw.
What you do is actually start talking to her. Say hello. Make small talk about whatever. Do not all of a sudden issue an ultimatum about choosing between you and some other guy and blabber about your intense love. Just start slow, get to know her, maybe ask her out after a few weeks. Go to the movies, or lunch, or something.
Do not bring up some other guy to her. That makes you seem jealous, insecure, and just weird. You do not have the right to be jealous and insecurity makes a man (boy) look weak and unattractive in most circumstances. Talk to your friend about what you feel. Fine out what he feels, and decide what your going to do. You might just end up leaving it up to the girl.
NO matter what do not go spill your guts to her. For you it seems important and immeadiate, but for her it will all be out of left field and completely and utterly frightening and unexpected.

If she is extroverted, it makes things 10x easier.
Just ask her for a date (say lunch at a Japanese Sushi restaurant or w/e) on Monday. If she says she's busy on w/e day (as in hinting you she doesn't want to go out with you), then you know your answer, and likewise, if she says OK, then you know she likes you (to some degree at least).
Even if she says "no", I'm sure you can still be friends.

OK, now I have read the whole thread, Brood has good advice.
Anyone else who suggests "going for it" is a complete and utter moron with no understanding of females.
You seem like you have the situation fairly in hand. She probably likes you but is also shy. Have you thought of that? Just dont be ridiculously bold or overdramatic. The situation brood described sounded good. Just make it so hanging out is a regular thing, but before you become strictly friends make sure you ask her out to something that is just you two. So that she has to stop and think or ask if its "a date". And say it is.

okay so basically i'm back from my high school semi-formal (age 16), and things did not go well. quick synopsis. -i have been interested in girl for long time -been doing prep work towards her but you know, i'm like the really shyest guy ever so never made an actual move -semi formal i knew she was going thought it would be my chance to make a move there - during the dance, one of my best friends started working on her, so i'm like, wtf he's never expressed interest before -he continues hitting on her, beats me fair and square because he's bolder, and asks her successfully and has 2 dances with her -i can't tell if she's interested in him or not -i'm thinking, fuck this is my one of my friends if i go after her now he'll be damn mad like i'm trying to steal her
My Question WTF should I do? am I screwed? I'm planning to tell her AS SOON AS POSSIBLE (like, monday) that I'm crazy for her and ask her straight up if she has any interest in him or me. Is this irrational? Wrong play? Setting myself up for disaster? I can't wait anymore. I am already hitting my head against the wall for being so shy tonight and missing all my opportunities. Waiting seems like death for my chance.
Please.
Telling a girl a girl straight up you are crazy for her or in love with her before you've made any progress at all is a recipe for disaster. You'll never get her if you do that.
EDIT: yeah i agree with maleorderbride and brood

hi abandon, thanks for helping me out. you seem like you have a handle on what you are talking about. again, time pressure. and weirdness factor. let me sketch these two concerns out to you.
time pressure - i'm sure my friend will not waste much time. he did seem to hit on her tonight and I don't know if he will aggressively follow that up (you know what I mean) in school and in the days to come, or (hopefully) let it fall apart (which I doubt but would love to see happen, as evil as that sounds). Must i act quickly?
weridness factor - i could try to hang out with her more, but i'm sure that she/other people that are close to me (many of my other friends and her friends AND MOST IMPORTANTLY including my friend that likes her) would DEFINITELY NOTICE this, i mean, what the hell, that is lame and she will know something is up and will probably have a suspicion that i'm trying to get close to her for a reason.
We are not close enough friends that asking her out to some place with me would be natural. It would definitely be unexpected and strange to her. Thus she will probably see through it and ultimately decide if she has any interest in me or not.
:EDIT: I must thank all of you for prompt and valuable responses. I will probably be able to read/reply to any further posts tomorrow afternoon.

just walk over to her and say: "Nice rack you got there, how much did you pay for it ?"
Trust me this will do it
Or if she bends over you could say; "hey u wore that thong yesterday too!"
Or you could tell her a joke: "Two penguins were walking on an iceberg..." "Then the first penguin says to the second penguin,"You look like you're wearing a tuxido" " "Then the second penguin says to the first penguin "Maybe i am" "
The last option is probably the safest, but everything depends on what type she is, and how into you she is. Option one works on flatheadeds, the second works on posh overconfident ones, while the third only works on intelligent girls.

You seem to be 100% sure of that your "friend" likes her. You might want to think that over.
I mean.. by knowing you got really surprised when he danced with her, and had no idea at all he was interested in her, and you never ever ever had noticed he might like her makes me automatically think he's not into her at all, really. Maybe he wanted to dance just to dance. For fucking fuck sake, that's possible as well. Just as a friend or something, you know.
When you really like a girl, you notice every single detail about her, and what happens around her. I'm quite sure you would've noticed he had interest in her a long time ago if he likes her.
Anyways, good luck

just ask her out without telling her you're "crazy about her" .. i'd like to be honest like that too, but people just don't like it that way, so just tell her later! it's no big deal
"hey, any chance you wonna have a drink with a poor sob like me sometime?" <- why do so many people think this is hard? and also it works eeeevery single tiiiime, you don't even need to think about what you're gonna say because it's not even needed to say something clever, that's how easy this part is
even if you're not exactly what she had in mind she's gonna have a drink with you nine times out of ten
also when you buy her a drink focus on having an interesting conversation or a funny one or whatever you think is fun, whatever you would with your friends, and DO NOT concentrate on hitting on her. If all goes well (it's not exactly the greatest challenge of the universe here) tell her you think she's cool "you know, you're all right, seriously i like you" and BAM, five stars outta five
then you either connect or you don't, good god it's so easy, stop being a pansy
(possible exaggerated optimism because i want to boost ur confidence which is ridiculously low)
