You are only 16, so you'll probably meet plenty of other girls that you'll like in the future, so no worries, really.
High school relationships don't usually work out anyways, so if you only want to start a relationship to see what it is like, then by all means, start one. If you really love her, as in wanting to marry her or w/e (which is HIGHLY unlikely), then think twice before doing anything. hey Cambian, thanks for great post i agree with everything you said. you really think that is the best way? I was thinking about it and I hope it wasn't my brain spewing out illogical nonsense, so naturally i reached out to my lifeline, TeamLiquid for life-changing advice. I would disagree strongly with the straight up I-love-you's. That's a bit too forward for most girls.
Well, that's under the conditions that he is crazy for her and she is on the verge of falling for his friend =/
You can talk to you friend (like many people suggested), but that may cause you to lose a good friend, so.. it's really dilemma. You've got to weigh those two relationships and see which one is more important to you.
This is all pretty obvious stuff, it's really up to you.
Ask the girl out to lunch or a movie or something if you want to "make a move".

I would say "bingo"

Hung out quite a bit (a lot more recently); not that much, I try to spend as much time as I can with her you know, and being as nice as possible to her, sometimes going places (however not alone, with other friends so the interference factor, you probably know how it is) and playing games together; she seems quite comfortable with me as I seem to be able to make her laugh often, but she never expressed interest in a relationship of course, or at least no strong signs (but i've always thought that boys go after girls, not the other way around). We're not great friends, but i'm maybe on the outer circle of her friends (she of course has an inner core of girl-friends).

Tell you friend to back the fuck off. the thing is, I never let anyone know about me liking this girl, so it might seem to him that I'm trying to steal her from him if i suddenly go "yeah man sorry but i've been crazy about her all this time"
Well if he had just started to express intrest, theres a chance he was just trying to get into her pants for that night.

I feel like I have to do something right now. Like. Right Now.

This will fail. Almost 100% guarenteed.

No lies this may sound odd, but it works. At least it will with girls you are already freindly with. Tell her nice ass and slap her on it. if she giggels and shit your in there, ask her to that dance. If not she aint into you. Sounds juvenile, but fuck if it dont work.

How the fuck will that fail? He could just say, "Listen, at the dance I wanted to ask you, but im so shy that I can't." Or "I'm a very shy person, and I like you so much that I am doing this."

Ok, I think I know where you're at. The fact that you can make her laugh is a huge plus. Being funny is great when you want to ask someone out. Not only are you displaying one of your positive qualitites while doing it, you can play it off slightly if things don't go as well as planned. Anyways, yes, boys do go after girls. If she hasn't displayed any strong signs of attraction, or flirted much, you should start small. You could do something like: ask her to the mall to help you shop for something. Tell her you need a girl's advice for your purchasing. When you're there, you could buy her something small, like a necklace from one of those cheap machines, or something from a novelty store. The goofier/funnier the better. Nothing expensive though. Pay for food if you eat. At the end, tell her you had a great time and would like to take her to a movie. If you've played your cards right during the day, she'll have a hard time saying no. This isn't the only way to do it, just a really easy one. If, for some reason, you don't think this will work, tell me and I'll suggest something else.

Letting her know you wanted to dance would be good, but don't overtly mention your shyness. Some girls will think it's "kinda cute", but none will really see it as a positive quality.

You look at things the totally wrong way. Every girl is just dying to have a chance with me. I am the best thing that could happen to any girl.
And yeah, don't just go up to her and spill out all these feelings, you'll come across as to needy. Girls like a challenge
