I guess to each his own. Playing lots of IIDX/jubeat/Reflec Beat I find AR lower than 9 being too slow. I play better with higher AR despite whatever BPM.
Yeah, I think most people who played other music games seriously probably also prefer higher AR. Maybe not to an extreme, but as a general trend.
This is definitely the case for me. I decided to try Symphonic Love on AR9 and almost SS'd it first try. As for the standard AR, I've FC'd it once with bad accuracy. Any chance AR could become a self adjusted thing like speed mods for a lot of other rhythm games?

Actually, I saw peppy recently in chat and he actually said that user adjustable AR is something he might consider. that's still a pretty vague answer, but it's better than a flat no.

A lot of the people I play with DT pretty much everything. Ends up being like AR10 most of the time.
Only if the map is AR9. DT does not increase AR. All it does it make them appear faster. If you're playing an AR8 song then you would have an AR of 500MS which is in between AR9 and AR10 but is slower than AR10 (try playing 10, youll notice a big difference).

Is the best way to increase your rank to play new maps as soon as they come out? Usually see a nice boost when I get top 100 or something because no one good has been playing it yet.

Older scores give less PP. The age of the map itself doesn't necessarily affect how much PP you get. I believe.
Also, getting a high score on a new map will give you a burst of PP which will diminish as more people beat your score. It's even possible in extreme cases to to have a score which originally gave you PP end up so low that it no longer gives you any PP.
