Yeah, that has always been infantry's problem...getting games going. The AI was never enough to supplement gameplay in a meaninful way...but they may change soon.

That's weird because I never had that problem when I played. The opposite was usually the case: zones were always full so getting a spot was challenging. Game activity changes so much over time.
