I agree that may the "will of D" tries to sound/make it correlate to them being the D in Devil.
So I would just assume that the D are the real rulers/caretakers of the world who can best control DF powers or maybe power them up beyond what other people can to.
The reason they are called devil fruits is to "scare" majority of people to avoid giving powerups to alot of people (you could say it was the CD that labelled them as such).
But the scenario is that the DFs are bourne from the "Garden of Eden" and the CD are simply men who claim to be gods (corrupted men who has lost their humanity due to their lust for power) and the D (caretakers of the world) are the ones who can right man's wrong. However, since they are also man (capable of being good or evil), they have yet to succeed in this task to return the world to order and rid the world of false gods.
I wonder if the above general statements are made try to make OP a political commentary of how man (in general) has lost its way? Maybe. I don't know really. But I just find the thought intriguing.

Keep in mind that "Devil Fruit" is a translation of "Akuma no Mi". I don't think Oda would jump around languages like that, if they were related. Its not outside the real of possibility, but I don't think its probability is very high.

Corazon's connection with the marines is intriguing, but I believe him when he says he is not a marine. After all, he knew about Vergo and yet the marines didn't. He probably has gathered as many connections as possible to control Doflamingo, and the marines are just one of them.

Guys... guys... we're missing an obvious reference. If this thing is getting biblical and 'D' is for Devil (the opposite of Heavenly/Angel) then the Devil Fruits are an analogy to the garden of Eden story where the Apple is central. So you're looking at Eden (being the sea) - then you eat the fruit (Devil Fruit) - and get cast of out Eden (Devil Fruit eaters can't swim/survive in seawater).
I think it makes lots of sense for 'D' to be Devil, opposing those who came from the heavens (as the celestial dragons probably originate in outer space).
If this is the case, I do hope Oda keeps it obscure; because otherwise we're going to get silly Bleach-like stuff occurring.

He's not trying to save Dofl, he feels responsible as his brother to prevent Dofl from doing as much harm as he can. If they weren't brothers I'd guess he would try and kill him, but since they're family he probably can't bring himself to do it.
Law's close relationship with the other members of Dofl's crew is interesting though. Maybe if Law can show them what Dofl really is they'll actually side with Law.

This chapter was actually kind of disappointing now that I think about it. There was such a great setup and very little payout. We got some stupid story about D, found out that Roci has the most useless devil fruit in existence and got a filler flashback sequence. I'm hoping next week makes up for this.

and even assuming theres no other bonus abilities with potential for combat he can at least make himself impossible to hear and sneak up behind someone easily as soon as you lose sight of him theres not really any way to know where he is because he makes literally no noise

Beauty is in the eye of the beholder. For combat it seems like the only effect it would have is if the enemy is using a sound based weapon. Like Croc said you never know how certain abilities will match up. I do however agree that the flash back filler thing was kind of dumb 1-2 hospitals i think would have got the same message across.

I think that was almost baby 5 saving that soldier from peeka. e.g. he might get destroyed by baby 5 but he won't die. peeka would take the guy's life.

Oh he legitimately is a commander in the marines, but he has his own agenda. He's a member of Doflamingo's crew too, but he isn't really one of them either. It wouldn't surprise me if he turned out to be part of the Revolutionary Army as well.
