It might mean he met Ivankov, but so far Ivankov is the only person in the manga with a similar tattoo. Dragon has a face tattoo as well, but it's distinctly different, being kind of tribal weave pattern. | ||

That was when Luffy screamed out he was going to be king of the pirates at Gol.D Rogers execution spot right? When Dragon rescued him O.O The whole Dragon rescuing Sabo and him entering the revolutionary army thing was planned for a fuckin' loooooooooong time. | ||
