That's not the case.
The World Government labeled her the Demon of Ohara, they lied to the public that the Oharans were trying to find the Ancient Weapons to destroy the world, which was not what the Oharans were trying to do. Out of paranoia of what would become of her, the World Government let word out that she posed a threat and soon the world was brainwashed into thinking that Robin was trying to destroy the world. This negative gossip spread around the world, creating a half truth myth.
The truth was twisted and distorted, making her bounty quite justified in the eyes of the people.
Wow really cool new opening for ep 629 new outfits that were never in the manga and some cool fight scenes vs Admirals plus a lot of preview scenes for the arc.
They also made it a lot more obvious that Crocodile is still doing fine. The same scene is in the manga, but you can't tell it's Crocodile in the top left panel. http://www.mangapanda.com/one-piece/700/6

But again, as it stands, the WG is the one that assigns bounty based threat levels they pose to their "order". As such, it is not necessarily attack power that defines bounty.
At least, that how it still is to me even with the clarification.

To clarify, i dont really mind the concept of people being turned into toy slaves. Neither to i mind the concept of a dwarf race (especially not considering the norland foreshadowing in jaya). But having them both shoved into an already massivley stacked story arc, with an overblown relevance to the story compared to the actual exposition and development they have recieved, it does make them feels too much like a "Give the rest of the SHs something to do-device".
If the dwarves had more distinguisible individual design and personalities, i might have liked them. But as it stands i really cant tell one from another. They are painfully underdeveloped and monotone compared to, for example, the "angels" of skypeia, and the reason is painfully obvious: There has not been enough space for oda to really focus his attention on them because there is so much else going on in this arc. I hold firmly to the belief that if you cant do a concept proper justice, you might aswell not include it at all and save the idea for a better moment, because otherwise it just turns into a distraction.
To quote Shakespear: "Brevity is the soul of wit." Dont waste my time, keep things nice and simple. shoving as many elements and factions as possible into a story without proper exposition and screentime is not a very good idea and it is somewhat uncharacteristic of Oda.
You explain very well why you don't like the dwarves and the toys, but if Oda taught us something very important with a manga that started in 1997 is that we should have pacience because everything will make sense in the end.
It's true that they aren't very well explained and developed but i strongly believe this arc will make a somewhat valid use of them. They are exciting for me because of the backstory of norland, their strenght and smarts and especially because we have so few info on them. How? When? who? what will happen ? thats always good.
You are a guy that i consider very well informed and a lover of OP, but you lost a few points with these posts imo.
Because it's like you saying Fugitora is not exciting because you don't know nothing of them, or CP0 or that you don't care about the new Warlord of the other new Admiral.
This arc is great for me, Great villan, many misteries, many strong characters that we don't know nothing about, BIG MOM and Kaidou, new admiral, toys, dwarves, Celestial Angels and the riku family! Plus we even get fucking SABO and BB's underling
Your point is completley legit. Nobody can completley judge the Dwarf stuff until we have seen their part in the story in full context. What i would personally love to see at the end of dressrosa arc, is if a bunch of dwarves were inspired by the SHs to become Pirates, and formed a powerhouse "dwarf-pirates" crew with a strong bond and loyalty to the SHs and a recurring role in the further story (showing up as allies in major battles etc). That would totally make up for everything that felt "lazy" up till now for me.
Sick opening, the encounter between Mugi trio and the admirals make sense even if that's made up.. Anyone else defeating the Admirals would be disappointing, can't wait for this to happen ! But on another hand I don't want it to happen because it would mean that they're amongst the strongest people in the world :/
Oi, in that opening theme, Blackbeard's nose GREW. I'm not kidding. He had an Usopp nose right there.
Otherwise I'm more pumped for the anime portraying the Dressrosa arc than the theme. I'm afraid the anime is going to catch up to the manga soon though.
I'm in disagreement with the hair color of Barto and Rebecca for the anime. Pink is already the color of hair for the last princess we saw why do it again and the green hair on Barto is just silly.
