By they, you mean the shinigami? They can't use bankai and Ichigo can. The reason hasn't been explained, but there's a lot of attention drawn to this fact so it seems to be an important plot point.
Bleach overall has weird inconsistent power levels, but I don't see how this is the case in this particular chapter

Maybe a visard bankai cannot be absorbed. Quincies prepared for 1000 years to fight against shinigami's, not against hybrids. Maybe Shinji and th rest of his crew can use bankai as well. And well... Ichigo is pretty strong right now after he got powers from all of SS captains.
No, I mean Ichigo was having his ass handed to him by the Quincy guy, can't touch him, has difficulties parrying... scene change to SS, change back to Hueco Mundo, Ichigo is destroying the Quincy, beating him in both parrying, dodging, sheer speed and strength. We didn't see anything happen that could have explained the sudden change.

Btw, when was it said the Quincy trained for 1000 years? o_0. I thought the extermination of Quincies was just a generation or two ago. That's why Ishida's dad is a Quincy etc and still has his powers etc etc. Didn't think it was that long ago, was it?

No, he will accidentally figure out how to use his Bankai and then get it stolen right after he defeats someone with it. I'm sure stealing the Bankai also does something to their swords? As isn't the Bankai a super release of the spirit inside their sword would be odd for the Bankai to be there and the regular release to be still in the sword. But then what do I know this manga doesn't make sense.
Seriously though I thought Kenpachi would learn how to use bankai by the end of the manga, but unsure if it will happen. The bankai stealing does seem like an excuse for Ichigo's friends to finally be useful again which hasn't happened since SS arc. Every other arc they just get owned.

Maybe Kenpachi has an horrible secret and he's using his bankai since the beginning of the manga, and no one noticed it. Well, probably just another plot hole instead.
