Though Also Tarlock is the representative from the Northern tribe. Hamma acted as if she wanted Blood bending to be a staple of Southern Water bending style. Obviously Hamma wouldn't have taught Tarlock her self, the age difference prevents that, though she could have broke out of jail.
Also interesting, was the fact that had it not been for Tarlock's Blood-bending i was pretty convinced that Korra was going to kill him.

Another great episode. + Show Spoiler +I agree with the killing part. I'm loving this darker side of the avatar that seemed all avatars had besides Aang. I thought it was so bad ass when she was walking towards him while Tarlock was helpless, but obviously something had to come up (blood-bending) to keep him alive. I hope we get to see how / why he can Blood Bend and who taught it to him. Also he was doing it when there was no full moon? I'd really like to know how he can do that as well.

I'm guessing there's gonna an explanation soon that describes how something changed during Aang's time to affect all bending. Which is why we have Amon taking people's bending away and Tarlok blood bending without the full moon. Hopefully also it might offer an explanation as to why Mako is flinging around little bolts of lightning like it ain't no thang, and the equalists just brush it off. I mean, damn, remember how fucking deadly Azula seemed because she could use it?
It also occurs to me that Lin Beifong is fucking retarded for stepping down as chief of police and allowing Tarlok's bitch to succeed her. So...now the police are under the control of Tarlok who is either in league with Amon (or is Amon) or is using the threat of equalist terrorism to justify ever more totalitarian laws which also grant him more power. Good idea Lin, you fucking idiot. You see all these innocent people being rounded up by the police? Wouldn't be happening if yoy were the chief. Good job, looks like your decision to resign so you could fight the equalists and Tarlok more effectively really paid off. Plus I can't help but feel that the Council - made up of one snake, 3 yes men who do nothing but raise their hands whenever the snake says so, and a completely impotent Tenzin - is the worst excuse for a democracy ever. These 5 people can just pass laws by raising their hands? They don't have to consult anyone else ever? And if people complain they get arrested? Well done to you to Aang, you really created a special society here at Republic City.

+ Show Spoiler +I don't know if it's strange or not but it seemed to me that the guy in Korra's flashbacks was using bloodbending as well, it looked like all of past Team Avatar was struggling to get a hold of him. I took a closer look and even the crowd behind Aang looked like they were suffering from some sort of bloodbending. It could be a stretch, but maybe this guy is Tarlok's father or relative?

So the guy who Aang confronted some years back in Republic City is obviously Tarrlock's father. There could be some connection to Tarrlock's blood bending and the "permanent" bending removal of Amon since it can be performed at all times and not just on a full moon. I do, however, not recall what Amon's eye color was. The bending in this episode was truly awesome. The way the used the road, the way Bo Lin threw all those chunks of wrocks that were all shaped the same (means he made them the same shape) at that high rate. Korra, when she released the innocent people was looking like she was on the verge of the Avatar state, then after how she literally lost it and was looking like she'd kill him right then and there. Can't wait to see more.
The coucil does look utterly dull though. I wish they'd mix it up and show some of the three other members and possibly the reasoning they always side with Tarrlock...

I don't think there is anything to signify a shift in bending. We don't have a full understanding of how Amon takes people's bending away, and I'm pretty sure he doesn't fully take away bending, seeing as his technique is different from Aang's and the Lion Turtle. And similar to how earthbenders can develop into metalbenders, what's to say that the common firebender can learn to bend lightning? Years of peace leaves people bored, so I'm guessing they took the time to develop and hone the full extent of each element's bending.

I just finished watching it so I dont really have any big predictions other then a few obvious ones (Tarlock related to the last big enemy Aang faced)
But I personally loved the episode and I think many that had doubts should too, as well as the people who was enjoying the darker more serious storyline.
The first part reminded me ALOT about TLA. All the crazy animation, funny jokes and even Team Avatar! Hell yea! Of course Korra's struggles with being the Avatar as well.
Then the 2nd part was obviously filled one of the biggest battles of the season so far (in terms of different techniques used) and of course they just made Tarlock a 10x more interesting character lol. I love also how Tarlock both mentioned the end of Korras Probending distraction and making her not see Republic City anymore. Two complaints I know people have had lol.

I'm guessing there'll be a very lethal technique that involves getting air out of your lungs to bring someone unconscious or even kill them. Sounds more dangerous than bloodbending.

Air bubbles in your bloodstream that are large enough are fatal. I think it was called embolism or something.

This is exactly what i think. Sure Hamma may not have been able to Blood-bend when there wasn't a full moon. Though this doesn't have to be a hard fast rule. A more talented or a Water bender that has benefited from those who came before them might be able to get a better handle on Blood-bending, so they can use it without the aid of the full moon.
Also Note worthy, Water-benders are always a little more powerful at night. Just as Fire-benders are a little more powerful during the day.
I guess what im saying, is i don't think that Tarlock was using some kind of trick to do it without the moon. He was legit Blood-bending.
