There really is no reason why there can't be 1 day between the open qual #2 and the regionals. Or if it is the next day they could easily have open qual winner #2 set for the time slots that Liquid has as they start their day 1 late.

I don't think there is a reason or an excuse for this scheduling, it's just a stupid way of doing it and it's not like the fixes are somehow difficult to implement.

I don't think the CIS/Euro thing is really relevant given that they don't even start that early. It's just that the open quals always end very late in the night, and there is not much time between the 2nd qual ending and the regionals starting so the winner of the second qual should be set to a later starting slot.
