Run a local server. If the line to the outside gives out DotaTV would fail but the players would suffer no effect.
Riot actually runs local servers for their Tournaments after they suffered from these issues as well.

Why shouldn't they? Both teams are discussing the game and can plan a strategy to close the game or comeback.
Because it's stupid for technical problems to potentially give an advantage to one team over another and promotes tactical pausing.

But both teams aren't in equal position. A big part of DotA is knowing where you actually stand in the game.
So like in this case EG may not exactly understand where they are standing in terms of how much they can contest CoL and how much they can push back. CoL in the driver's seat either has a better idea of this, or it's less relevant.
The pause gives EG more time to figure this out and figure things like "I don't think they can stop an AM split push right now even without AM being fully online". CoL has less to gain from figuring things out.
That has more to do with the game than the pause. The pause is just the time where everyone knows they are thinking. In game, they are doing to same thing. The only difference is that they have more time to make a decision.
If a team calls a pause in sports, no one complains about the other team getting time to think. If there are technical issues, they don't force the teammates to not talk to each other. The better team will use their time to their advantage but there isn't an inherit advantage to pausing.
