Advertising is more than just making people aware that a company/product exists. It's about making people aware CONSTANTLY that it exists.

Everyone in the world has known what Coca Cola and McDonalds is for the last 30 years yet those companies still spend tens of millions (probably more) on marketing every year.

Clockwerk is fine, his job isn't to add damage to Chrono but to divide the battlefield and function as secondary initiation. If you don't have a second initiator, Void has too much pressure to get the fight off in a favorable position.
