Assuming: The winner bracket finalists are 50-50 to win and whoever team loses is going to win his Bo3 in the losers finals with 100% probablility. In this scenario losing the winner's finals gives you an advantage because of how variance works

Otherwise, somewhere in SEA like Singapore probably is the ideal one. It's easy to get to and very easy to get Visa for as well. The other possibility is maybe Sweden ( they have Esport stadium there) or Kiev ( imagine Navi in front of their home crowd!)

Given the reason why they chose Seattle (They are producing most of the things themselves, cheaper to do it in Seattle then) I think Seattle is most likely the place for TI3 next year again.

First year was in Gamescom though. Although last year was mostly to showcase the game for the first time, i think their intention is to do iTI all over the world. This year , i think it is in Seattle because this year it is about making the best tournament possible. It is easier to do that in Valve home offfice/town. They needed to make this the Gold Standard considering the amount of eyes on Valve and Dota 2. With TI2 momentum , they will probably open free registration soon. For future organizers, they can just say " just copy and do whatever we did for TI2 as the guideline" Maybe if a lot of countries are not ready, next year is in Seattle again. But sooner or later it will go to China and SEA and CIS and back to EU imo. The gaming/esports culture and fans are just much stronger around those regions.

In this scenario losing the winner's finals gives you an advantage because of how variance works Even if we consider the assumption to be true (which imo is REALLY far-fetched), the WB loser would have to play 2-3 extra games compared to the WB winner. This would mean extra tiredness and bigger chance to reveal secret/special strats they could have kept for the grand finals.

And variance could only be applied BEFORE any games have happened. Once the first set of games have been decided (you have a winner and loser). Those games cannot be counted in the variance any longer.
