Basically this whole thing is funded by Jingruis which is a real estate company (one of the top 10 in china). The guys in the crowd are basically the big investors. The guy on stage is explaining why he feels its appropriate for a real estate company to put money in building an esports arena and funding a league. He says he is inspired by his two sons' interest in esports and convinced his superiors to invest in this area. He mentioned the chinese' results at TI3. Bluntly pointing out the chinese failed pretty hard. But he feels that the chinese can be the number 1 in the world. To create a successful league to add momentum to the dota scene. He has a very important message to every team and esports club present "do not gamble, act professional and never ever matchfix, you owe it to everyone"
