The problem is that it doesn't offer any direct cc/disable. How to use Global mostly depends on if your team has a reliable form of initiation. If you do, then ideally you use Global immediately following your team's initiation to prevent the opponent from being able to react and you win the fight within that duration or at least eliminate a key target. If your team doesn't have a form of initiate, then it's biggest use is as a counter-initiation tool. This is where it gets tricky because you can't always anticipate when the enemy is actually fully committing to a fight. Use it just a half second too early and the enemy simply walks away and waits out the duration. Use it too late and the enemy has already used all their important cds and you've already lost the fight. The difference between a game-changing global and a useless one is often less than a second. With defensive Globals, even if you use it at the right time to disrupt an enemy initiation, unless you have other heroes to properly control positioning, the enemy can still just walk away and make your ult look useless. And that's just for full 5 on 5 engagements. What if they are just trying to pickoff your carry. Do you use Global to save him? Ok so you save your carry but now the enemy still has all their important cds to take a big objective like a tier3 push or Rosh. What if BKB's enter the game? Do you wait for the bkb to pop Global or do you just use it anyway? The timing already has to be so precise, the cd is huge, and there are so many applications to its use that Global is perhaps the least straightforward spell to use in the game. It doesn't excuse some of the awful Global timings in that last game though. When your team is caught in a 3 man Blackhole, there shouldn't be any hesitation at all from Solo. But in general, Global usage has a huge amount of variables to consider.

He was 2 screens away from the Blackhole and his attention might have been on a closer enemy. Unless his screen was directly on the blachole and he wasn't disabled, there is no way he could react instantly.
