IIRC the list of exceptions in the Damage Block article on the DotA 2 wiki is up to date for 6.81, but is now wrong because of 6.82 damage type changes. As for why level 2, I *think* it's because he needs a second level to completely heal his melee creeps between creep waves during a push, but I'm not sure. | ||
