Depends on whether youre looking fight or dodge him, which in turn depends in what supports (if any) you'll have and what the +1 is.
If you wanna fight him, try strong laning heroes like Gyro or Troll (despite nerfs hes still a great laner) for example. You can pick less traditional carries but stronger laners like Bristle and Razor for safelane too if you're into that. You can also put typical strong mids like Lesh or QoP on safelane since they'll likely do better than typical hard carries.
If you dont wanna fight him, just get a carry with an escape and try to get whatever farm you can without dying. Clinkz, Weaver, PL or whatever else you can come up with that they'll have a hard time locking down and killing. These heroes also have descent chances of finding basic farm from range even if they're much weaker in fights than the ud+1. PL isnt terrible since he has ranged harass too. Though you might still run into the problem of having limited farm since you're kinda saccing the lane though and giving up on the idea of pushing them out of farm.
Avoid weak purely melee carries that neither can farm nor harass from range, especially the ones also lacking escapes.
pl can catch up farm pretty easily, once he has a bottle qb and lvl 6, he can easily jungle. thats essentially how u deal with undying, u accept that he will win the lane, but will fall off later in the game so as long as u dont give him kills, u can always catch up
About what size are dota2 replays? (downloaded in client) I'm on vacation next week during TI groups and wont be able to watch streams, but maybe find a hotspot to download some replays for offline watching later (or via phone, where the size kicks in)

hey Let me giff you few tips to handle undying (+1 or not) offlane as a support - STICK - SMOKE (yeah, when you smoke, all zombie dies : save my life so hard so many tiiimes) - STACK and PULL, not for getting XP / Gold, just for denying your lane creeps - GET AN ESCAPE CARRY (invis or blink) - WARD - CONTROL THE RUNES - try NYX/Lion/AM and burn the mana of this asshole : without mana, he's fucking useless.
I don't really see Nyx beating him in lane at all, the mana burn is suboptimal as a support Nyx too.
Try Silencer, potential Orb harass and Curse of the Silent really fucks with him if he got tombstone first or doesn't have many levels in decay. Decent Agi growth for quick Tombstone kills too.
I have been fucked over by support Silencers as him so I guess he's good. Harass friendly trilanes with ways to mitigrate damage via heal/movement/etc skills or whatever do well too I guess.
Is it expected to hit multiple targets in fight with TA's psi blade? I'm trying to decide whether this is something I should start working on at the 3k level.

I like to go AM, Clinkz, WR or Lone Druid, simply because there is always a way to either remove the tomb or dodge it. All of them fight fairly well in the laning stage too.

Expected? I'd say no but helps for obvious reasons.
Think it's more expected that you do it during the laning phase to hit both creep and the enemy hero.

On that note, something I noticed is that after pulling creep out, I should actually target the second creep in line because when the attack actually lands, the first creep in line has already turned back, and the second creep is now the first.
Is this a real technique or I've gone a little crazy?

If it works it works. TA is a little like SF in that your real power lies in efficiency. Waga's certainly a top TA player for many reasons but the efficiency with which he uses psi blades to farm is probably the most important.
I see so many people when jungling vs troll camps, they kill the big one first and he therefore doesnt spawn his little skeletons. Is there a reason why people do this? I even see it on heroes with AoE nukes who could farm the x2 skeletons instantly. Is it just an oversight or are the skeletons not even worth farming?
I've seen it a lot but 10:50 in the above vid is what prompted me to ask.
