This is why the Boston Olympic bid is hilarious. The state that can't build windmills because it would ruin a view. But we are going to drop the Olympics on of the most historic cities in the country.

What we lack in time on this earth we make for in lawsuits preventing the city from removing abandoned churches because they are old. Or closing down schools that date back to the 50s and are health hazards.

There is nothing this State loves more than a community based, legal aid driven lawsuit some form of progress in the state. Case and point, we have been trying to have windmills installed off Cape Cod since 2001. Its 2015 and we still don't have windmills.

I mean, anyone can bring a lawsuit against anyone from another country under US law. The same goes for criminal charges. All that is required is a connection to the US in some way.
Enforcement is another question. But as a rule, you can ask a court for anything you want. The question is if they are going to listen to you or not.
