Q)
How does the % chance of a status effect in an AOE spell, like in Blizzard w/ freeze rune, work?
- Does the % chance process on-hit? or like a tick manner when under the AOE? (i.e. process AOE every X second) - Does the % chance increase/scale with items with similar status afflicting effect?

They are legendary only in name, so if their stats are better then what you have, go for it, otherwise skip it. There isn't really any hidden perk to them or anything.
I have a question about Bleed effects on weapons. My assumption is that a bleed effect on a weapon is affected by your main attribute, so for example, if you have a 10-20 damage bleed and 1000 dexterity (monk or DH), the bleed will do 10000-20000. Anyone know if this is true?
Edit: Just tested this, apparently bleed effects are not in any way affected by your stats, making them absolutely useless. That would have been a really cool way to have different meaningful dps stats on items instead of just +damage, %damage, and +stats. Oh well.

Is there a bug with templar merc damage ? why is he so weak ? (level 23 with a 36 dmg dagger => 13dmg output !? while my lvl 24 wiz has 280 with a 30 dmg weapon )

Templar is meant to be tanky/support character, the other two followers do more damage although their damage is also really low and irrelevant compared to player characters.
Followers are there essentially just for story purposes and some light support, working as intended.

Followers barely do any damage. Their use comes from spells (templar heal comes to mind) and the ability to occupy a few monsters. It's better than nothing I guess?

Have you got a reliable source for this info ? I can't belive this, it seem like a really bad design idea, I understand they are still usefull but you need to reward the fact that you provide a good weapon to your merc.

I don't think you will find a direct quote for that, but they were originally suposed to work only on Act 1. Since a lot of people liked playing with mercs, they made them viable for the whole single player game, but lot of people don't like playing with them, so they feel making them mandatory isn't the best way to do it. The simplest answer is to make them give small benefits, a little bit of DPS and some small buffs, but enough to make it feel unfair to play without them. It's the curse of trying to please everybody, but in this case I don't think it was a bad decision to be honest.

Even then I don't find the templars damage to be too abysmal. Mine is around 2k dps if memory is correct and my templars is around 50, so it is a 2.5% dps increase, but with more support skills. Furthermore I geared him pure magic find and his weapon has knockback proc.
Q: Can anyone explain how the consumable AH works? Does it agregate all peoples items? Does blizzard feed items into there at a set price? I ask because if you search for 900 legendary crafting materials it returns a number. I did this the first or second day of the game, where there shouldn't have been that many in existence AFAIK.

no, blizzard doesnt feed items into that, its all players.

How often to Tome of Secrets drop on Inferno? Just watched a "high level(/gear)" stream (Methods) and he is still using flawless squar gems which I don't get why.

DHs who finished hell: How in the hell did you kill the final boss? If I manage to get him to the shadow phase (which doesn't always happen) I'll survive by taking a pot after he teleports on top of me once, after that I'm pretty much dead since you can't even kite him in that phase.
Any tips?

Are all the best items you can possibly find in the auction house? Or do you think there are higher tier items? If so, I'm not impressed with the item diversity.
