Tier gear (the ones with the 2-4 set bonus) only drops from Raids, you can't get it in M+.
You can get them from any difficulty (including LFR) and freely combine the varies difficulty pieces. But the higher difficulty the higher item level the piece (not counting Titanforging ofc).
You can only get loot from each raid boss once per week per difficulty.
To farm legendaries do all Emissaries, raids and as much M+ (lower difficulty to go faster) as you can.

The chance is quite random but the droprates increase a lot based on the amount of content that you've done since last getting a drop; after a lot of bosses and rifts it can be >5x or even >10x the base drop chance. In short you can get lucky with the drops but you can't get unlucky past a certain extent. The slowest one that i've registered out of the last 10 took about ~110 raid bosses/rifts but most were far faster and the first+second legendary for your char have increased droprates.
m+10's don't give much legendary chance but they give a lot of 915's so you'd get 915+ in every slot with your best stats from them, usually warforges or sockets along the way. In a week the cap is being raised to level 15 so you'll be able to get gear up to around 940-945 without warforges just from pushing higher level dungeons.
sephuz is pretty fine, not amazing but often underrated. It gives you permanent +10% runspeed which is a big deal as a melee DPS in any content

+ Show Spoiler +Well, what else is there for Illidan? Join either side and fight in the next expansion? He wanted Legion gone. They are gone for now and the only thing left to do is to keep it that way. Someone has to oversee it and I don't see anyone else considering the current story.
Sure you could say he got bolvar'd, but i really don't see Illidan doing anything else in the future.

Tomorrow (in EU) is the new patch and you get 940 item lvl if you do Mythic+15. 960 from the weekly chest if you do one +15 at least. Of course that is still too hard with your experience and gear level but you can work towards it.
Also items can always roll higher with warforged / titanforged. And you can do M+ as often as you want, in contrast to raids which you can only do once per week each. This is why M+ is very much worth it, although it is catering more to the more hardcore players that play a lot. But at least once per week is worth for everyone because of that weekly chest.
Other than that the next step is raids, with varying diffculty. The new raid coming out this patch drops very high ilvl.
Of course you can not expect to get best gear from world quests, these are meant to equip you for entry into raids.

Type /target and /cast to do your healing, if you are still leading then you have actually accomplished something.

Yeah i forgot about the plus 15 loot thing but was aids affixes week anyway so i literally just did 5x 10s on my chars and logged and that was annoying as people can't kill explosions or understand how bolstering works xD

Hc is hc, after what i saw of normal i can't imagine it being that bad. It's gonna be easy for world rank 100 guilds no matter what and still only 10 or so went 11/11H on the first night in the US as far as i can see. It's not something that i would try to PUG the later half of right now and i've had serious doubts about an 8/9M guild going 11/11H on week 1 but it's not very easy to judge that until we're deep in there with full mains.
Some things even seemed overtuned for normal IMO; on one of the first pulls of Argus i was stood slightly out of position and a void zone 100-0'd me with about 5 million damage taken per second, that's rare for normal raids. They'd usually give you a few seconds to remove yourself from danger rather than instantly kill you because you didn't preemptively move from everything or know the exact hitbox. You think you're safe, you're at full HP and then you're dead before there is any chance to fix it.
