If Rek wins, how would TL decide what to do with the money? Would members have any say? I would be totally for the above idea ^^ (translating the show about Nalra) or other subtitle stuffs though I bet fluent Korean speakers wouldn't care too much for that.

Staff would convert it to E-SPORTS dollars, laugh at the community, and retire.
There's so many things that could be done with the money, though. A big tournament would definitely be high on the list of things to do, and I think the subbing idea is great; especially if the subbing team decides not to pick it up (or instead of hiring a professional, pay them for their contributions), and I'm sure there's a lot of other great idea out there.
Of course Rekrul getting into the tournament is a bit of a long shot, and then winning a significant amount is a feat itself, I'm excited to see what becomes of it all. Should he win a good amount, I'd love to see the community having some say in it.
Btw, if the Rekrul TSL3 comes to be, I sincerely hope there is a contest similar to the "Win a Trip to the OSL Finals" that is open only to US residents. Just sayin'..... >_>

Of course rekrul promised money, but it's not completely obligatory for him to give 100k for TSL3 or w/e ._.; You should ask him after he wins it, since winning believe it or not is harder than getting in.
