The answer is yes, when things move away from splash damage they sometimes are away from the centre of the splash when the damage frame occurs, this is why lings sometimes survive mines when running away from them, and hydras sometimes survive reaver shots.

in term of offline leagues after the end of pro bw hero is proly the one with the best results,but people just prefer someone like soulkey or larva cuz from time to time they win some games vs flash,but hero is very calm and good,and zvp god.
