When I played other "D"s in the beginning of the season I know that I'll probably lose as soon a player's scouting worker enters my base by the way he controls it. I still try my best but I have never won against player who has ~800 points more than me. I can't even cheese them.
eg: I just got owned a three times in a row by a Chinese guy whose max rank was C+ who said that he hasn't played in 2 years after I told him he was good. I can beat D- players without much effort and by fooling around (sunkened the opponent's main in medusa without sneaking it from behind) and it feels like D+ players are destroying me without putting much of their own effort.
So I agree with what L_master is doing.

I strongly agree that some kind of tier-ed pairings should occur. I feel like skill differences are especially pronounced at the ranks participating in this league. Upsets make a league more exciting, but while the last CRTL (with an even bigger spectrum of ranks playing) had it's fair share of underdogs winning or at least putting up a good fight, DRTL has pretty much always been predictable as soon as the lineups were announced and the amount of one-sided stomps has been overwhelming. In DRTL5 there were a lot of players who left mid-season exactly because of the huge inequality in skill.
That being said, I support the suggestion made by minsc about forcing every team to field e.g. 3 d/d+ players and 2 C- players. Maybe, it's even worth considering splitting the lineups in some other way (say 1 D-, 2 D/D+, 2 C-) depending on the people that join the league. I'm not sure what the best way to go about it is, but the plain unfair pairings that used to happen quite a bit in the past need to be avoided this time.

As an "outsider" to this league, here are my thoughts after reading the thread.
1) It'll be much easier to find a solution for the rank pairing idea once teams/free agents have signed up. What is the rank composition of the teams that are expected to sign up? Seems like you'd have to just autodraft d- d d+ free agents to the teams lacking those ranks. I guess as last resort you could swap a c- for a d-/d of another team (but I don't expect people will want to leave a team they've played with for 5 seasons).
So...
2) You'll need enough new free agents signing up to balance the teams. I think getting in contact with iccup.Face (iccup admin) to make a server announcement regarding sign ups for this league and making a thread on iccup.com forums would benefit you a lot (moreso the sever announcement). I don't imagine you'll find enough new blood just posting here on TL.

So, what happens when there is a D rank vs D Rank game in this, and one side gets absolutely one-way stomped, and that makes the looser feel like they have no meaning in playing/makes them want to quit? People feeling bad from getting stomped seems to be the most pressing concern here, so I think it probably needs to be addressed beforehand. Can they just cry that their opponent isn't actually D rank, and is in fact higher? What if they just silently quit the league after getting stomped by another D Rank player?

iccup Artanis[Xp] race Zerg max rank C many many seasons ago. I think the league is a perfect fit for my skill level as I've been inactive for quite some time, though I'd understand if you want to avoid a sliding scale.

Strikes me that since the league will be short, then decide whether one belongs in C or D camp prior to the season starts. Then no complaining allowed during the league. If we play another mini-league in the future, then adjustments can be made based on past performance. Mid-season adjustments are always messy, imo.
I suspect your last question is rather dismissive of the split idea, but look, while we cannot account for all persons, we can attempt a reasonably competive environment. Rather than throwing D- in the same pool as C-. Some will still quit in the shallow end; we cannot stop that. But that doesn't mean we HAVE to throw them into the deep end.
