Of course it's DVD-quality.
There are some comments about the game from boxer and Um jaekyoung, but it's korean.

dvd player produced in asia(except japan) is region locked for code 3 dvd soft. if your dvd player is region freed there's no problem. you can watch code1,2,3,4 etc dvd soft. the price of dvd is about 32000(won) in korea.

That dvd locking is weird...and i wouldnt bother to buy this unless it has english subtitles or something, just because half of these games would be pointless if i cant hear it

They lock DVD players into region because of this type of scenario:
Say like a japanese(Region 2 DVD) or korean(Region 3 DVD) film does very well and catches another country's, like USA(Region 1), attention. US company decides to purchase the rights to distribute this movie in the US. But it would be in direct competition with the Japanese release purchased overseas and imported. To try and control this and make people buy the US version, they lock DVD players into region codes. That is about it ^_^

Because DVD's in China are extremely cheap compared to the ones in other parts of the world. Some of the biggest non-narcotic smuggling activities that I run into at the border are VCD/ DVD/ PS2 disc smuggling into Canada. It is a huge business. Creating the regions was a way to try and halt the spread of illegal discs, the smugglers countered by going from DVD to region free VCD.

i finally done DLing these vods off emule, quality is very impressive, if you fullscreen the video the quality is ALMOST like you're playing the real starcraft, ie you can clearly see all the upgrades/hps/etc, but the vods themselves were not really interesting cuz I've seen the majority of them before. The only thing what was fun are few first person vods in quality like this. So unless you understand korean(cuz boxer himself is commenting in all the games) theres really not much fun in buying it... might be worth checking out few regular vods(like boxer vs yellow long ass 470 mb game) and first person vods to download...

pc dvd-roms are also region-locked. you can set the region 5 times
and it means you can change region 4 times excluding an initial set.
after then, the drive is permanently locked to the last used region code.
but if there's a hacked region-free firmware bios for you drive
model, it can be unlocked via firmware updates.

The edonkey links would be fine for me, but unfortunately no one seems to share the files anymore.
