It is quite not possible to get b rank with that muta micro level. I'm pretty sure I posted 4 reps somewhere on TL and gave 4 reps to one of my friends. 424(assuming he used previously ziko) micros muta incredible amazing. Muta is always the key of the game in ZvT.

I have many many his replays from fish server vs pro like bisu, flash, hero, larva etc.. he killed with mutas nada very easy (zerg is his offrace)
and i have every replay from iccup + all other akas (tenonymous + jirikara, duranga, and many more), he always got clearstats +lock acc due to shared acc :D. He had very easy 70-0 A rankm then lock :D

Considered that Scan is very gosu and actually... thinking about it again, it's highly likely that dong222 === Scan to begin with.
Scan was maining Zerg for the past months and what about that flag change of dong222 acc from KR to US?
But it would also require that he's intentionally deceiving us :D Beginning with using different hotkeys, even I didn't see any evidence for that yet.
So yea, maybe dong222 = max C player indeed, because Scans smurf account where he plays mainly Z on is C afaik and he's just criticizing his own muta micro in this thread.
