USEast/West/Asia exist, as far as I know you can find a few games on East, but mostly only on Asia. You and your bro should play on ICCup, you register your account on www.iccup.com and get the launcher from there, then you can connect to the iccup gateway using the account you registered on their site.

Being unable to ping any of the official Battle.net servers is part of their design. Hey Xboi, I'm curious about this: when I ping europe.battle.net I receive a msg from 5.236.50.168 stating target host is not available( or similar, this is a translation) then three messages saying exceeded time limit packet loss 75% When I ping useast.battle.net (199.108.55.54) or uswest.battle.net (12.129.236.17) or asia (121.254.164.26) I get four messages saying exceeded time limit with 100% packet loss, no message of target host not being available Why is there a difference in EU server? Likewise when I try to connect to Europe server via Starcraft it gets stuck on the connecting to fastest server message, until it errors out eventually. While the other three servers lead me to the account creation screen.

Google has some free DNS servers if you're interested.
