Now stream sniping is a thing which immediately creates thoughts of "what a douchebag" in most people. But, what about a different form of stream sniping. What if you are stream sniping someone because you really want to practice against them?
To make things clear, you are using their stream only to time your hitting the queue button - no stream cheating is allowed. Turn that stream off the moment you hit queue.
I've done this before, with the aim of queuing into people within my MMR range but who are without a doubt a lot better than me and will beat me 90%+ of the time. As it so happens, I actually have a 0% win rate so far in these stream snipes lol, but I enjoy it because it's good practice for me. It's one thing to have a replay of a pro to study, and another thing to have a replay of a pro where you're the opponent.
So what do you think about sniping to practice, with no bm'ing or anything, not trying to cause rage like the traditional stream sniping. I personally view it as a form of flattery, that I would especially want to practice against them. What do you think?
Everyone does it, even pros among themselves. This one time when I was stream sniping TLO I would always instead be matched with CN!MoMaN who was doing the same thing.
If you don't look at the stream (stream cheat) and you're not BM, there is no problem I think. I wouldn't do it 5 times in a row though.

I only do it once or twice max a week vs any one guy.
Pros doing it is probably a really good thing. At least on the NA ladder, most of the time pros are facing some random people that are way below their skill. You're getting a better game anyways. I think most people just hate when people like CombatEX do it just to harass people and/or get a bunch of games with one person in a row.
It's also nice for the viewers, you get to see some matchups you might never see. A mid-tier pro player can snipe one of the top players and have a game when they probably would never meet in a tournament because he would always get knocked out early on.
So long as it's not more than once vs someone during a stream, and as you say isn't being used for cheating I personally have no issue with it what so ever. The important thing is that it doesn't disrupt the quality of the stream for the viewers or the streamer themselves, which means no channel plugging, spamming, OTT BM, continually sniping or whatever. If you meet them by chance then sure, act how you want, but if you snipe someone intentionally and then do that you're an ass.
Can you explain the term "stream sniping" to me? If I understand it correctly it's not the same as watching or listening to the stream while playing against the streamer?

Watching their stream so you can search when they search and thus dramatically increase your chance of playing them.
I dont see the issue. its not cheating at all. Maybe if the person your sniping asks you to stop and you refuse then your kind of a douche, but I dont see anything wrong with it at all. If your in their MMR range then presumably you should be playing him/her anyway.
How does it help you get better by watching their stream to match their build? Not everyone plays the same. I would think that it would be worse for your play. To each their own.
