I just watched the first person view.
If he was going to fake disconnect he'd have done it after losing his army.
He has 8 marines against 6 marines 1 medivac 1 tank and 1 hellion thats essentially dead
but he has 2 bases and 3 mules going with 4 racks producing marines, and luckyfool doesn't have enough support coming in off of a 1 base 1-1-1.
mihai would have no reason to assume he'd lose there, but he does micro up to the very last second which just doesn't make sense either. I don't think he cheated but if there was zero lag all game, where would the disconnect randomly come from.
basically, if mihai were to fake dc, he wouldn't have done it mid micro so something weird happened, but no reason to assume anything fishy, only thing that sucks is, like luckyfool said

yeah I'm not saying I thought it was over, I thought I could have been in a good position in the game and the point of disconnect was really weird...and to have to regame just sucked so hard. but such is life I suppose.

Disconnect or not though that's really bad sportsmanship of him to go back on his word. Not sure why you would even offer to let you take the win if he was just going to go to the refs anyway. I hate it when people pull shit like that.

I don't think I've ever seen a situation where the opponent who disconencted "leaves the game" theres always a disconnect screen at least for a couple of seconds in case the connection went weak and comes back.

In a lot of situations an instant leave can occur when someone d/c's. I've seen it and been a victim multiple times. That being said, it was still wrong of the admins to rule in that way, since clearly you were at a pretty significant advantage, and the opposing player offered you the win anyways.
I would've flipped the shit about it personally. I'm very good about saying "oh I lost that game almost for sure" and giving the win when I D/C. I expect the reverse to be true.

Ive seen it happen before, ive also had it happen to me, making units moving, then game says i dropped and i was defeated

It may be different cuz it was his computer that crashed and not his internet that cut out. He has been at LANs and it has happened, his comp is messed up. Game wasn't over, and anywhere else it would have been a regame. Sorry it worked out that way, but no1's fault..

haha I had the same issue earlier. My opponent (terran) did a hellion marauder push to my natural with spines, banes and zerglings and i wipe him out with minimal losses. Then bnet shits and i get disconnected which my opponents decide to declare victory. I tell admin about the disc and am giving the go for a RE game.
But he already starts his next round and when i tell him we still have to Re game he disregards my message and promptly lose to his opponent and quits bnet. So i get fucked over because of this dueche GG. Hows your day  , oh well il try again next week//

i had a similar issue with a 4pl tournament match against hasuobs where i was killing his immortals and he just left. I made a big deal out of it because there was no drop screen and the game said he just left and in my mind i was ahead. I didn't even bother to watch replay but when i did it became apparent to me how far ahead he was.
Point is while its rare drops sometimes do occur without warning.

Don't blame him, he wasn't flaming you that was me, but I corrected myself on my reply at the top of this page.
If you are going to offer him the win assuming he won't take it then just don't take it, cuz that just makes you fake. Just seems weird to me that anyone would offer the win and then go complain to admins that someone took the offer in a tournament that matters as much as tlopens for tsl qualifiers.

Mihai should have investigated first before giving out the win. I think it was more of a leap of faith he thought he loss then he checked replay before reporting that it's much better for a re-game.
