I'm using a 9600GT M in a laptpo and i can run sc2 pretty well and it probably only runs half as well as it's desktop counterpart. As long as your usually above 30 fps i dont think there should much of a problem...

Well that performance isn't really bad. If you want some improvement you could update and reconfigure your drivers, make certain your page file is properly set up, lower your resolution, and if you are clever you could play with the sound drivers which are so often overlooked.
If that doesn't work, run benchmarks on your ram, hd, cpu, and graphics to see if there are faults (but that whole process is a pain).
If all else fails and you are strapped for cash. you can oc that whole computer for 10-15% more performance.
if you have money, buy a new ati 5000 series for 100$ or so and run sc2 at or near high (nvidia used to be the way to go but the last 2 years have been a long series of fail).
ps always get 1gb of video ram

you are probably CPU limited I'm running a 9600 GSO and I can get playable frame rates on high throughout the whole game

ok scratch that, apparently th e9500 GT is way worse than the 9600 GSO...and the dual core 2180 is equivalent to like a core 2 duo E6300, so...maybe gpu then
