Lets have a look at some of the guns that are available to give to your soldiers and vehicles. And lets look at the characteristics of the different cartridges that these guns fire.

When using a gun, the Strength of the attack and the Penetration of the attack are tied directly to the cartridge being fired.
The Strength of the attack is compared against the Toughness of the target.
And the Penetration of the attack is compared against the Armour of the target.
Some rounds may hit hard but arent very good at piercing Armour, so they are only effective against light and medium Infantry and some lightly armoured vehicles.
Other rounds may have excellent Penetration against Armour, but not hit so hard.
The example Calibres above are mostly not that good vs heavily armoured targets. You need other specialist weapons to deal with them.

In Star Tale: Ground Wars, Weapons have a fixed cost no matter which Unit you are giving it to. (Unlike in warhammer 40,000 where Weapons have different costs depending on who you are giving the weapon to).
