He moved out because that was the idea of making marine/cyclone .. to punish what Hero was doing

If you nerf the cooldown (even double it) you don't affect Protoss' ability to take good engages with shades but you nerf to the ground all those idiotic mass adepts strategies, which is good.

You cant fight a protoss third as terran on equal at the moment. Terrans have to live with the insane protoss economy. I wouldn't say "behind" as it's standard that protoss has more bases same as zerg always has more bases than terran.

Protoss now has a faster economy then Zerg. In HOTS both races payed that with less army and more eco and you could punish them. Now he can have equal army with adepts (who are stronger then non stim/cs marines on same supply) and still is ahead 20 worker and a base.
It is balanced out by Terran having a really strong timing army with 2-2 MMM + Liberators against Protoss who miss mostly either units or storm when it hits. But you fall economicaly behind terran has to fight that later when he gets his "core" army
