Mechanics:
- Respawn timers begin the moment the last creep in a camp is killed.
- Small camp attributes, including gold and exp value, are determined upon spawning.
- Buff camp attributes, including gold and exp value, are updated every minute at #:55 on the game clock.
- Buff camps in combat will not increment their value until they leave combat, at which point they assume their full proper value and continue incrementing as normal.
- Creeps do not start banking until 45 seconds have passed since spawn.
- It takes 75 seconds for a creep to fully bank.
- Banking is not enabled until 3:30 game time, at which point it begins with the delay timer.
- Banking, including the delay timer, is paused by combat.
- A full bank is worth 6 additional gold and 38 additional exp regardless of camp, and does not scale.
Small Camp Scaling:
- Giant Wolf: 128xp+1.5xp/min, 44g+0.43g/min
- Wolf: 10xp+0.215xp/min, 5g+0.055g/min
- Wraith: 105xp+1.4xp/min, 33g+0.48g/min
- Lesser Wraith: 11xp+0.10625xp/min, 4g+0.035g/min
- Golem: 117xp+1.55xp/min, 40g+0.38g/min
- Lesser Golem: 38xp+1.08xp/min, 15g+0.15g/min

Considering all the time I invested into it this is a very short post, but I figured I could reedit/clarify if/when I do more research or anything interesting appears through discussion.
I will note, to start things off, that the total gold scaling of the small camps is very close to 5g/min, while the gold scaling of lanes (assuming perfect last hitting) is around 10g/min. This means that while a jungler who farms will initially have approximately 72% of the gold income of someone who last hits perfectly, by 16:40 that will have dropped to 65%.
