I got the impression he was more or less agreeing with Mataza's point, though now that I reread it it's confusing the hell out of me as to which way he's leaning.

Sometimes a simple "<3" is more than enough, sometimes people write huge walls of text without actually saying anything worthwhile. It's hard to measure content and create a set rule.
Some news articles are almost like LR threads, Liquid signs a Dota 2 team and everyone just wants to scream in excitement, so yeah, the thread will get a lot of "Hell yeah"'s and similar posts, but it's just not a thread made to really have a deep and meaningfull discussion. Making one liners or other low content posts always a bannable offense would really kill the emotion of that kind of news and things would be rather bland in my opinion.
The real issue is when people never contribute anything meaningfull, but then each case has to be individually looked into. It's ussually not that hard to see when someone does nothing but spam.

To more directly answer your question, I would argue that the point of a forum, rather than chat, is to discuss as opposed to respond in short form (LR threads aside it would seem).
I don't think it should be an instant ban but I would say it falls under the broader umbrella of low quality posting on the whole. At their worst they are irksome

If you drew the 'yay' out for multiple lines, I think that may be acceptable. It is not a one liner, and therefore contributes.
