I've watched friends play the game for a few hours, couldn't bring myself to play it, after having played Starcraft it's like putting the safety wheels back on my bicycle. Permanently banned users are generally allowed back after 90 days or so anyway with mod permission. Banned users making new accounts to dodge bans get rebanned but a PBU who mails a mod and asks to come back generally can. A 90 day allows a user with a lot of posts and history who you would otherwise perm to come back on the same name.

Perm ban is a permanent ban on that account.
Sometime people are let in again on a new account. But the perm banned account is permanently banned.
