Water is a liquid because, if you look at it from the level of chemistry and elements etc. Hydrogen (H2) and Oxygen (O2) are non polar compounds, meaning that they don't have a partially positive and partially negative end. As for your second inquiry, the word 'what', as it is with every word in the english language, was invented by someone. The word most likely evolved from prior forms to become the 'what' we know of today. Some words have been coined more recently than others. For example, Quiz first appeared(Historical record, most likely off) in 1784. We continue to coin new words and add new definitions to old words. For example, the word 'troll' was only rather recently given the internet definition, and even so, we all know that the true definition of 'troll' isn't always clear in certain contexts where it is stretched to mean something totally different from the originally intended meaning. Some words people forgot about like Zafty which refers to 'a person that is very easily imposed upon ' or Hugger-mugger which refers to acting in a 'secretive manner' are currently considered obsolete.
